Distilled water has no minerals in it. The frogs need the minerals that they absorb from regular water. If a pacman was only exposed to distilled water (in its soaking dish, substrate, and misting) then it would eventually die from lack of minerals. Minimal exposure should not cause any permanent health issues. Avoid spraying your frog directly and your little buddy should be fine.
I have well water, and I frequently spray my toads down with it, and they seem to enjoy it, then again, they are not Pacman frogs, but I don't think water can do any harm, that if if it's non chlorinated!
