Take the uv bulb out...if you're Pacman is albino then the uv bulb is harmful.....it will also eventually blind him.

Really?!? It's only on maybe an hour a day. I only turn it on while I'm in the room. It's actually a lamp so its not even facing the tank, its facing the other direction. Is that still ok?

Oh gosh... Yes you absolutely can't have UvB. Get just regular energy saving lamp for light, something really dim.

albinos skin and especially eyes are very sensitive to any light. Think bright sun and very fair skinned person going outside without sunscreen.
