If you are trying to clean the tank and not removing the furniture, substrate, and water source then you are running the risk of poisoning the frog. The fumes are even toxic. You need to read the instructions on the bottle. This is not a cleaner designed for spot cleaning. It is for actual strip down full cleaning.
If you've been cleaning using Wipe Out 1 while everything is still in the tank including the frog stop immediately. You are going to kill the frog. It should be treated like the 10% bleach solution used by many to disinfect their tanks during full cleaning.
I would go even further and say that almost all disinfectants can't be used for spot cleaning. ABSOLUTELY none can be used if the frog is in the enclosure. There just a few that are not toxic and don't need rinsing afterwards, in that case after the fumes are gone it is safe to put everything in in theory. I'm using one of those now, available only through vet clinic, but even then I'd rather rinse it.

Hey guys, my planning on cleaning the enclosure today, Would it be ok to take him/her out when under the dirt? Or would it cause to much stress?
