When do I need to add an filter to my tank for my mini frogs?

Hello, It's just me again.
Now that I have two almost mini frogs. What can I feed them and when do i install an filter to their tank?
I'm not able to buy the sinking pellets for them yet and I need to give them something soon.
I had two cubes of bloodworms left. And I just cut a small corner off of one and they haven't even
tried to eat it yet. My smallets one "SHORTY" does the hand motions like he's trying to eat. He still
has a little point of his tail left. Maybe he's just not ready yet.
