The consensus is water based acrylic paints, provided they say non toxic on the package. Some colors use metal derivatives to get their color so you want to avoid those. Acrylic dries in hours.
Spray-on polyurethane varnish is terrarium safe. It usually cures overnight and can be used on the acrylic paints.
