I'm not sure of the laws in CT but in MA you can own them, just can't sell them.

You won't see them for sale locally. It is illegal to sell native wildlife. If you do, the pet store that is selling them is breaking the law and should be turned into CT F&W. For you to get one you will have to A) mail order it, B) have some one give you one, or C) catch one yourself. First one may still be illegal considering you live in CT and it is a native to the state. The last one is more likely to happen in June. They are fairly easy to locate. Drive slowly down a back road that is near a pond, retention pond, or vernal pool at night after it has rained or it is humid out. Roll down the windows and listen for them calling.

Is it also possible/legal to find the eggs and raise them as tadpoles?

There are no laws against keeping them in CT, you just can't sell them there.
