That's really not very much for him to be eating... If you have a picture or something of it that would help in telling whether or not it's the right size for its age. Have you tried varying his diet? Also, if something is off with the setup, that will definitely cause them to not eat and grow like they should.

To actually answer the OPs question, and not pac's...
My Toadstool grows somewhat slowly - she hit a 3.5 inch width (across her back) at around 8 months old. She is now almost 4 inches across, and is a little over a year old. I just feed her crickets, and she has had a pinky mouse, but she didn't seem to like it much.
As long as your frog seems happy and healthy, I wouldn't worry about it. I have an albino pacman frog (Hedea) who actually likes being handled. I have to handfeed her occasionally, as some times she's just like "You don't actually expect me to move, do you?". So I feed her, pour some water on her to give her a bath, and pat her a little bit before putting her back. She seems to like everything but the water pouring.
