Your Red Eye must acclimate to its new home and this can take weeks to a month or more.
Red Eyes like it very dark and some will not come out with any light above the tank.
They also do not like to walk across the substrate and will gently move across leaf to vine to branch and so on to get somewhere.
I also find you will rarely catch them in the water dish soaking but on its edge often.
Let him adjust in a quiet place.
Run a regular day and night cycle with a day lamp and no lighting at night.
Provide ample climbing and large leaf areas for them to sleep and perch.
Keep the tank misted and temps between 70 and 80 degrees.
They also need good ventalation.
