There are varying opinions on this, but from my personal experience I say no. If you do choose to use UVB though, don't use anything above 2.0. Studies have been found that UVB levels any higher than 2.0 can have damaging effects on amphibians. 2.0 may have benefits as well though, like enhanced color, increased appetite, and possible mating behavior stimulation. If live plants are present in the habitat, then I would recommend some UVB. But for just a horned frog, I would say you don't have to use UVB, although a 2.0 bulb wouldn't hurt the frog and may possibly benefit it. Hope this helps.
