The urinating is a fear response. My White's used to do it all the time when I would pick him up to move stuff around in his tank or bring him to the vet. Once they get used to you they should stop doing that when you have to pick them up. Do you have a critter keeper for him? I would buy one of those and put him in it when you're cleaning his tank or treating his nose. You can cover the sides with paper towels while he's in there so you don't scare him. My White's would let me cover him with a piece of the paper towel and go to sleep there during car rides, it makes them feel safer.
If the noserub doesn't go away within a week or less I would stop treating him with the neosporin and look up a vet in your area. Also take a good look at his eyes when you bring him out, if you see any cloudiness this could be a sign of infection. You're doing good so far, it's good if you don't see him for the first few weeks while he gets used to you. Hopefully he'll stop trying to escape and give you an indication that he feels safe with you.
