My experience with heat pads is that they provide little or no addition to the ambient temperature. They do however, keep the substrate nice and warm, which is more important if your frog is buried. I have a heat pad under my 10 gallon pacman tank and it keeps the substrate between 80 and 85 degrees (and that is not even directly stuck to the glass). Try temping your substrate, if you haven't done so already. Otherwise, you can use a heat light or regular incandescent house light to keep temps up. They just dry out the substrate really fast and decrease humidity.
