I have 2 Whites, and I was wondering if I should have something under my substrate, like gravel. Also, I spot clean every day, and I was wondering how often I should completely clean everything. I was misting at first with treated tap water, but it was leaving chemical deposits on my tank walls, I have switched to distilled water now. I got most of the deposit off of the tank, but there were some more stubborn spots, and I was wondering if there was a way to get rid those without harming the frogs.

Something under the gravel: That's up to you. It will provide a drainage layer so the soil is not soaking all the time, yet maintain a nice consistent level of soil humidity.
How often to change the substrate: Depends on how big the terrarium is, how much substrate you use, and how many frogs you have. If you're good at spot cleaning, I would say several months, or more, as a general guide.
To remove the spots: Vinegar. Take the frogs out before you use it - the vapors are irritating to them.
