How often should i change substrate in a ten gallon? i have two pixies living in it for now

Depends on the size of the frogs, how often you feed them, what you feed them, how much substrate is in the tank, and how often you spot clean.

most thing based around this will do, also top soil with no chemicals or fertalizers in it,

I would also recommend separating your two pixies - they can and will attempt to eat one another if given the chance.
