Okay so i was told light bulbs can just shatter due to the heat. Has this happened to anyone? i'm afraid that the bulb may shatter and my frogs get the worst of it. Any advice on how to fix this problem? I have my lightbulb on top of the tank
1st off- Highly unlikely unless water gets on the bulb
2nd off- If it were to shatter the screen that you should have on your tank will catch most of it.
Finally- When light bulbs get so over heated they sometimes do break but its more of a crack than a shatter. A light bulb is a vacuum, this prevents "air" from expanding from the heat.

Light bulbs should not shatter unless rapidly cooled when hit with water. If light bulbs commonly shattered when they get hot, then everyone's house would be full of exploding bulbs. You shouldn't have any problems.
