Filters do not break down toxins.....many of the same principles that are used in fish aquaria apply towards aquatic frogs....a filter merely removes some of the larger particles of waste from the water and allows for another partial source of biological filtration to build. The only way to remove toxins from the water is to actually replace the water with new water. Otherwise the toxins will build up over time and cause problems for the inhabitants.
