    The usual advise is that horned frogs, especially juveniles, should not be housed in the same cage because of cannibalism. I wouldn't risk it, if I were you. I know of people housing adults together, but the adults must be well-fed and about the same size.

    Yup! Dividers are a great idea. You can also just use plastic shoe-boxes or plastic terrariums (such as Exo-Terra Faunarium All-Purpose Terrariums, for example) of appropriate size, instead of glass tanks.
