Giraffe Phase Clown?

How does it happen, meaning do people breed them to get that way or is it a freak of nature, or is it it's own species (for lack of a better word)?

And could someone start producing them in captivity?

I'm sure if they were they'd fetch a pretty penny. I'm surprised with the wild caught clowns no one has ever come up with the Giraffe phase. It must be an extreme rarity.

They are not rare in nature, but they occur in countries that do not typically allow exports.
