Yes, the first period they often go back into the water for some reason.
A froglet drowning is a froglet that isn't healthy enough,
just wait and see what it does.
As far as i can see it looks alright,

Congratulations on your new frog baby. Your water looks really shallow, Wesley's right if he doesn't make due to drowning then he wouldn't have made it otherwise. Give him time...maybe he's just nerveous on that first "big step"
