If money is a factor I would consider culling that frog. He is in bad shape by the sound of it and I would not let it stay that way. Treatments, fecals, and tests can run you a few bucks but Dr Frye is the guy to go to. Asking about cost would be the last thing I asked if one of my frogs were that bad off, Sorry to be an A S S but its the truth,
