3 inches is quite young for a bullfrog. She does not need company and females do not call so if you want to hear a call you'll need a male. The reason she is so shy is that she is a young frog who is not used to your presence yet, and while your enclosure is beautiful, it's not the most secure environment from a frog's point of view. Give her time.
