That could possibly be an infection, I would say take him to the vet. One of mine got a weird white fuzzy thing on it's head a few years ago so I took him to the vet thinking it was a fungus. The vet gave me some antibiotic drops that I put on the infection and it cleared up in a few days.

That may be Corneal lipidosis. I’d recommend a vet trip.
