Maybe try feeding them in a separate container, making a feeding spot clear of moss in their main tank, or even careful tong feeding.

Sometimes I put wet paper towels over most of a tank lid and then cover it with tin foil. I'm not exactly sure how effective this is but it seems to keep humidity at a steady range.

When ever they get too dry, so about everyday. I used this for my ball python for a bit till I changed his substrate.

I was told not to use a heat lamp or ceramic heat emitter due the very issue you're dealing with. The thing heat well but ultimately dries out the air as well which is why you are having to spray so often. My son's pac has an eight watt heater on bottom and 4 watt on same side. I have found that we only need to spray once maybe twice (rarely) a day.

to be fair i have UTH too on the cages i've used them before and i didn't reach the temperatures needed for frogs which is 80 ish and also having UTH on the bottom is not safe for the frogs they naturally burrow to avoid heat so having heat there kinda desyncs them and can burn them that why i have the lamps.

As Lanky mentioned, heaters under the tank are not a good idea for pacman frogs since they burrow to cool off. High temperature is necessary for the frogs to properly digest their food and if you don't provide that for him, he can have problems later on.
