Your pictures are great, very large and clear. It makes it easy to see the problem. This may be an early stage eye infection or something else like the issues you mentioned. If it is an eye infection, it can be treated with antibiotics. I would highly recommend ciloxan 0.3. Ciloxan may require a prescription. If that is unavailable Maracy+ or Maracyn 2 may work, but ONLY in the early stages of infection.
The best bet is always going to be a visit with an exotic vet with experience in frogs, but such specialists are often hard to find even here in the US. If the seller is willing to replace the frog, it is probably your best option at having a healthy frog. It's your choice. If you decide you want to treat the frog, good luck!

i still confuse how to use it,,and what the right dose for my pacman...
its might be hard to apply too, cause he might be close his eye when i tried to drop it.
Hi, I have experience with pacman frogs and eye issues and IMO you need to find a vet so you can get some reall antibiotics like the Ciloxan or something down those lines. You can try Maracy+ or the Maracyn2 but asmentioned above it is not guaranteed to work. And with it being an albino and already having sensitive eyes I don't know if I would be putting anything in there that I wasn't sure about or wasn't sure if it was going to work, eyes aren't something to play with and just experimenting with medications on. I know fist hand the ciloxan will work because I have a pacman frog that cant close his properly so when he buries he gets dirt in there and gets infections and the ciloxan works like a charm every time.
btw how about using Baytril (Enrofloxacin) ?
The ciloxan comes in a little bottle and you just drop it directly into eye, my guy when he has a infection gets 2 drops 2xs a day. For the baytril ( enrofloxin ) I'm not sure. I had to use once way back in the day with my first pacman ever for edema and it was meant to be given by bath. I would mix it with water ( cant remember the exact ratio anymore ) and he would absorb it through its skin. I know there wasn't a lot of water added though. I imagine there is other ways to administer it just not sure about directly into the eye.
You can also try Gentamicin Sulfate eye drops. They work well with early clouded eye. I've never seen enro used for opthalmic treatments so that may not be a good idea. Any vet should be able to get you Gentamicin if available in your country. The other meds mentioned above should be fine as well.
