The eyes are perfectly round but the pupil is deformed and never changes. The other pupil will adjust to light or dark but this one doesn’t. I don’t think s/he can see out of it.

It may be blindness from an injury or something else then. Sadly there's not much that can be done as far as I know. As long as the frog can see to eat, it'll probably do fine though.
