This is actually a very interesting question. I kniq this applies to fish(not sure if all species) but I don't think it works that way for frogs. I looked around just to make sure, but couldn't find anything to indicate this is the case.
1 Male Giant African Bullfrog
2 Woodhouse's Toads
11 Pacific Treefrogs
1 Dubia Roach Colony
2 Australian Green Treefrogs
No, a small enclosure will not restrict the growth of the frog. However, a small enclosure would make it uncomfortable, and probably create health issues.
