I have been buying sphagnum moss for my pacman from the petstore but I have discovered that they sell a moss that really looks like sphagnum moss in a local craft store for about a third of the price. Is this safe to use or is it possible that the craft store moss is not sphagnum moss and could be harmful to the frog? Please advise. Thank you.
Without seeing it we can't identify it for you. Craft stores do sell moss though, and I've seen several kinds. I personally would not recommend any moss for a pacman because they have a habit of getting things in their mouths and swallowing.

Moss is an impaction risk if swallowed. No matter if its sphagnum or not, it could be harmful.
Ok so if you are not recommending moss than what do you recomend as a substrate? Just top soil?
Organic topsoil will work.
A lot of people(myself included) use coir/coconut fiber. Sold in most pet stores as Bed-a-Beast or Eco Earth.
