I wouldn't let it sit out without dechlorinating solution just in case the chlorinates your water source uses aren't the kind that gas off. I've heard some of the newer ones don't do that.
Distilled water for the water dish is a bad idea as it can actually leach minerals out of the frog.
You can pick up dechlorinating stuff every place you get aquarium supplies. I got mine at Wal Mart. You can get a kind especially for amphibians and turtles but stuff that works for fish should also work for frogs. Some dechlorinator for fish promises to help with "slime coat." This isn't necessary for frogs, but according to everything I've heard it isn't harmful for them either.
