No, a frog needs to be able to burry in substrate to feel safe.

The only other thing you really need however is substrate .

With that said, all you need is fresh water bowl daily, substrate, and a heat lamp. Bullfrogs don't need fancy decorations or plants.
Keep in mind they LOVE to swim, so make sure the water bowl is deep enough so they can submerge comfortably but you have to change the water if they pee or poop or they will die very quickly swimming in all that ammonia
