cocofiber substrate

How many inches of cocofiber substrate should i put in my tank? My frog is still a baby. He's a little smaller than a half dollar coin. Im using about an inch to an inch and a half right now and noticed water was starting to build up too. Is that okay?

I have about 4 inches for my two large frogs (check the thread called "Mr and mrs floppy" should be right below this one, for photos)

A small frog should be fine in an inch, just give him enough so he can comfortably fully burry himself if he wishes
