Most people feed there pacmans at night because this is when they eat. Breeders will feed during the day because that's when they are in there facility were they are breeding and they are feeding thousands of tadpoles and babies not just a personal collection so they don't want to be there all night. Pacmans like to sleep during the day and be active at night. And I seen your other post and noticed you have a albino so you have to use a red bulb or CHE for heat, anything bright will hurt his eyes.
I agree, if possible it is best to feed at night when they will eat food straight away, but some frogs even nocturnals will come active soon as food is present. The best option would be a ceramic, they can probably see red it's just that it doesn't produce the full spectrum of light and so not daylight, not as disturbing. I wouldn't imagine a normal household bulb would disturb them, minimal UVA is produced and albinos are sensitive to UV. You could probably even use a UVB with albinos, you'd just need to make sure there's plenty of cover so it gets to decide whether it wants to be in light or not. Just my opinion, but either way make sure the frog does have a day and night time cycle.
