I wouldn't. Mostly because I don't think it will do well in a humid environment. But you can always try.....

Hard to recommend anything without knowing for what it's going to be used on and what conditions it'll be subject to. But I'd stick to an aquarium safe silicone for most stuff. But if silicone isn't appropriate, I might use a polyurethane such as gorilla glue or an epoxy, though they both have more chemicals that may be more of a concern if used in large quantities.

I think the aquarium safe silicone cement/sealant will do well for that or any of the other glues I mentioned. If you are concerned about toxicity to your frog, I can't speak for that.
