Unless it's a moving tank or feeding/soaking tank, no. It's far to small for a frog to live in, and there's no space for anything, such as live or artificial plants, hides, water and other basic necessities. Once again, a 20-30 gallon tank would be preferable, but for a single frog 15-10 gallons should be fine. Remember, if the frog can't jump efficiently, than either it's time for a bigger tank, or calcium/supplements/UVB lighting for it so it doesn't get MBD (Metabolic Bone Disease)
