I'd ditch the large water dish, horned frogs are terrestrial and a water dish that the frog can just fit in is fine. Forget about humidity, they're not fussy about it and aslong as the substrate is moist. I don't even use a hygrometer for mine. If the tank soil does dry then pour some water in and stir it up. If you're using an exo terra you can cover some of the screen cos they're over ventilated.

I actually am using an exo terra, and I thought the same thing. Do you think it would be harmful to my frog if she goes into the cold water?

You could cover half of the top with foil which should help keep the humidity in, if your heat source is absolutely drying the tank out. I wouldn't worry about the water, aslong as it isn't arctic cold.

it may as well be arctic cold, which is why I'm so concerned about her using it

Go smaller water dish and put it in the middle so the heat lamp heats it up abit, the evaporating from the water might increase the humidity as well
