I've generally found leopard frogs as a whole to prefer more terrestrial than aquatic habitats both in terms of in captivity and also seeing them in the "wild." I also think in general a more terrestrial tank is easier to keep clean than one that is more aquatic. They also tend to stool in the water containers which makes cleanup even easier
