UVB rating for pacman frogs is with "no star" according to their measurement system : Look there :

That means, the UVB100 lamp 13W (Formerly Repti Glo 5.0) must be at least at 50cm height for a pacman frog, or, you can use a "Natural daylight" 13W (Formerly Repti Glo 2.0).
But, I am sure it is not useless to give some UVB's to help in D3 synthesis.
So, a UVB100 (5.0) 13W (Not more) at 40cm height for me is ok. This was confirmed to me by an herpetologist in France also.
Only 1 lamp of 13W is sufficient. 26W is too much and useless and more money spent for you....
