Notice they both have black spots, the male just has a generally darker throat. My males didn't exhibit a darkened throat usually until the same time they started calling though.

Looks like a nearly mature male to me. I wouldn't doubt if he starts calling very soon if he hasn't been making noises already. They seem to go through what I call "tree frog puberty" where they make rare noises that do not sound anything like a typical call.
