I have! Though it was in a video for new breeds of White's tree frogs from Sandfire Reptiles. Unless the frog seems blind in the black eye it's probably just one of those genetic things.

I thought of something else: it could be neurological, if one pupil is actually dilated and the other isn't. But if the frog acts normally they're probably okay. It's likely just that they have one iris that has dark pigment.
