I noticed that he likes when the water is slightly warm. Is it ok if a put a tank heater underneath the tank where the water dish is? Right now the water temp is about 73 degrees. If it is about 78 would that cause harm?
Maybe try preheating the water every time you change the bowl with new water. Putting a heating pad under the tank can be dangerous as it might overheat and since African Bullfrogs love to bury themselves he might bury himself right on the heater, overheat, and possibly die. I wouldn't recommend putting a heater under the tank but if you want a heater try placing it on the side of the tank instead of under.

I think 73 is a safe water temp, as long as that is on the cooler side. You can try rinsing out the dish with hot water then filling it with luke warm (73-76 should be good) then the water dish will keep the water warmer longer.
If you can find a big enough ceramic dish that's what I use for my pacman frog, one of the plates/bowls that go underneath flower pot. I recommend this if you are worried of it being to cold for him because when I rinse out the dish with hot water the ceramic stays warm. Then if you put abit of room temp water or a little warmer into the dish it doesn't go cold because both the bowl and water are warm. The only problem you may have is finding one deep enough for a big Bullfrog.
