You mentioned in your other post that this behavior started after several plants died in the tank. If you haven't replaced the plants they could just be hiding where they feel secure. Adding more plants (live or fake) will provide some cover and they might feel more comfortable coming out into the open. From a frog's perspective a wide-open area with no cover can put them at risk of being ambushed by a predator, so providing more cover actually results in seeing your frogs more.

I have since bought more plants, both live and fake. But they both now seem to be spending a lot of time in the waterfall..

11---describe the enclosure lighting ( very specifically)

The tank has been moved near to the window. There is one UV light and a spot light too. Which direction does the window face? If it's south or west you could be getting temperature spikes that are too uncomfortable or unsafe for the frogs. Same with humidity drops (though your levels are sounding spot on right now). Your temps don't sound too bad really, though the lower reading might be a tad too cool.

    15---enclosure set up:
-----if recent - describe how the enclosure was cleaned

Used hot water to clean the walls of the tank, took out the fake plants and waterfall and dishes and rocks get soaked in hot water in the sink. Did you use a dechlorinator product when rinsing?
