I used to use it as fish tank gravel (SO much cheaper!), so I'd say definitely yes.
Yes it is. I use it in all my drainage layer tanks. Just be sure to wash it well before using it.

I often use the pond stones/gravel that they sell at Home Depot for water features. Needs to be rinsed very well though.
