After falling in love with and doing a ton of research on pacman frogs I finally took the plunge and acquired my own. I'm just wondering after how many days or at what size I should transition from damp paper towel to Eco Bedding? Will there be any behavioural or physical symptoms I can watch for that would give me some insight to the fact that he's not transitioning well? Or if all parameter are being properly met should I not even concern myself with this? Attached some pics, can someone with way more experience than I confirm color?!

No need to wait, you can go ahead and switch him to eco-earth. They like to burrow, so they'll feel safer in that than on paper towels anyway.
I wouldn't expect him to eat for a few days after arriving at his new home, but refusing to eat is probably the biggest sign of stress or that something may be off with the husbandry. If he starts losing weight, then you can start worrying, but give him a week or so and I imagine he'll eat for you.

Wow, he looks so blue! They change their color somewhat, mostly just lighten and darken with mood and surroundings. I find it's really noticeable with blues in particular, seeming plain green one day and a gorgeous blue the next.
I agree with what DVirginiana said. Probably won't eat right away, but he'll feel more comfortable faster on eco-earth.
