Which do people usually prefer as pets? Why?
The American Toad, in my opinion, is easier to keep. They are both nocturnal (sleep during the day) so they may not be as fun as a leopard frog, or a red-bellied toad, but they can grow accustomed to be awake during the day. The one problem is the mud you get. When the toad is done bathing, he/she spreads the water over the dirt. Causes mud, and can get disgusting. Hope this helps! What I'm about to write is anecdotal, so take it with a grain of salt.
I think, because you generally find them in more wet areas (at least around here), American toads seem a little more receptive to eating worms and slugs. This is great, as they're one of the best and easiest to keep feeders. Again, perhaps because of more moisture, they seem a little less likely to spend their time burrowed. Instead, they're generally more often found under a piece of bark or in a shallow depression. From a viewing perspective, I imagine this would be preferred. The few Great Plains (for the record) I've seen have been burrowing machines, with Woodhouse somewhere closer to American toads. That's not to say they DON'T ALL burrow, just that some do so more than others.
Both populations are doing great in the wild, if that matters to you. It's always a nice thing to consider. I don't think you'll find huge variation in personality between the two species, and most people probably picked X because it was something native. As a casual Google search will show, there's a fair bit of regional variation in coloration. American seem to have a greater variety of morphs. Finally, while no one really seems to care or enforce them, it's worth noting most of us American toad keepers are probably breaking or have broke a law by having said toads. Food for thought.
tl:dr I don't know if there's enough difference between the two for clear preferences, but American toads might be slightly easier.
