24" is a bit high for it. It only has a head height (the max height a pump will push water) of 19", according to it's spec sheet (water column spec)

You can buy $20 fountain pumps from Lowes that have a head height of three feet. I use one in my outdoor pond and have had no problems, just make sure to filter with gravity and not against it...
