It is a reed frog, probably a "painted reed frog" ie. (Hyperolius marmoratus. sp). Species with the reed frog complex often tend to be poorly defined. "Hyperolius marmoratus" is a name that covers a number of different species or sub-species.
Looks like a reed frog species of some sort as Seth said.
