So a couple weeks ago I put my RETF in a rain chamber and nothing happened. However, this week I changed their tank setup and made it an all water base with fish and plants and a large stump coming out the water. Last night I came home and found my male and female in amplexus. My female didn't really like it. She kept trying to kick it off but the male hung on all night and this morning he detached and attached to a new female. Can they breed without a rain chamber? Is the male just a bit over excited? Advice? Thanks!

They can, the rain chamber is to trigger their natural reaction to breed during the rainy season. Having an all water base could jack the humidity up high enough to trigger their breeding instincts.
Be careful though, to high of humidity can be as bad for your frogs as to low of humidity.
