It's a matter of preference really. Sometimes, design decides for you, like if building a large, deep water feature. But if you are planning on just 100% terrestrial, the drainage later would be just fine.

I agree with Bill. No reason to do both. For drainage you can use gravel, but adds a lot of weight if you think you will ever be moving it. Plenty of lighter weight options such as LECA and similar. Or the egg crate false bottom
