All of my frogs get in and out of the water daily. Some soak longer than others. Pacman frogs aren't big on swimming, so my opinion is let your frog soak as long as he/she likes as long as the water isn't deep enough to drown.

If she's still in there by tomorrow you may want to move her back to her substrate, but it's pretty normal.
