Department of natural resources, They are native to my state so they are illegal to keep here without a permit. Because I would LOVE to have one.
whites are adorable but for me that of course comes in second.

Ahhhh, yeah. For us it's the Dept of Fish and Wildlife... we're not allowed to keep our state's native frogs for pets either, OR Grays or American greens, BUT they allow Cuban tree frogs here, a big invasive species which lives in the same area as Grays and Am. Greens and EATS them! *shakes head* Makes no sense at all, I would love to have Grays too!
I would recommend Milk frogs as a possibility but they can get big too, particularly the females!

What Size tank should I look at? I do have a 10 gallon on hand easily converted to be vertical.
pac mans are something I have been debating but they really arent arboreal. Can I still get plants and plant it like I would for a tree frog? the tanks I see are usually plain. I have done all the care research.
My state really doesn't enforce its laws as far as wildlife but much better safe than sorry.

I think a pack man frog will fit your bill.
The babies only need a critter carrier for the first 7 or so months and then a 12X12X 18 is more than big enough for them.
Just need to keep 80 to 84F during the day and 74 to 76F at night and if you get a albino no lights needed just ambient room light is
good.
No UV light needed as they stay buried most of the time.
just feed crickets and night crawler pieces with a dusting schedule ( one of the mods has a great schedule) I am sure one of them will post a link.
The babies need feeding daily until they get about 2 in STV then you can feed every other day and the older adults 2 years and older can go longer
2 days or so. And don't be surprised if they don't eat for a week every so often.
My Pepito will be 3 years old this may. and I love him to pieces. He is my avatar pic.
enjoying a monthly treat of a jumper mouse.
Packys aren't exactly arboreal however... lol![]()

With all frogs you need to keep temps and humidity spot on, there are not many frogs other then pac that can live happily in a tank of that size.
Based your criteria, I suggest e. AgricoLae, bayeri chamelion gecko. Absolutely adorable, you can handle, actually they will be hugging you, they are little tree/branch/finger huggers. Food - any complete fruit based diet, Repashy, pangea with occasional cricket. Room temp, can handle wide spread of temps.
downside though, they are on expensive side, and you can't keep two boys together.
Save one animal and it doesn't change the world, but it surely changes the world for that one animal!
I can't even find a place that offers them for sale. lol.
You may be right that I should just go for a pac man. I already have a 10 gallon. Though I have always seen bare habitats ... Can I make it more lush looking and still have a happy frog?
I will closely monitor everythingI knew that would come with anything I chose.
If I ever did get a terrarium upgrade what size would you recommend for a pacman? ( actual terrarium, if I only upgrade to another tank it will be a 20 long)
