Pacman frogs will bury themselves to provide themselves with security, this is completely normal. What are the exact temps and humidity?

Recommend bring enclosure day air temps to 28C for baby and 29C if adult and no colder than 26C at night. Keeping a substrate depth same or slightly shallower than frog height will let you monitor without having to unbury. Do you have a hide out or silk plant in enclosure? Are 3 sides covered? Sounds like either your frog is slowing down metabolism because of Winter or it's stressed.
Remember to take care of the enclosure and it will take care of your frog !
