Seems fine to me. If you can grow plants with it, it should be ok for the toads. UVB would be better.

The light you are using is fine, just be sure to keep the toads at temperatures in the early to mid 70s (21-25 °C).
If you want to grow plants, I would recommend a 6500 or a 6700 K bulb. I use the 6500 K compact fluorescent spiral bulbs for my dart frogs, which have similar requirements temperature-wise.
